Is evolution necessary for speciation?

"Usually there has to be isolation but I don't believe that to be a universal truth. I do think you can get speciation without geographical isolation, but I think the typical manner is for there to be a period of isolation in which they can evolve away from one another so that when they re-meet they don't fully hybridize, and don't get mixed up into a single species again."
